Public Hearing on the Authorization of Loan Agreement and the Issuance of Notes

Special City Council Meeting to Follow Monday, July 2, 2007 at 7:30 PM

Present: Pracht, Riddle, McClain, Damgaard, Hendricks

Mayor Taylor opened the public hearing on the authorization of loan agreement and the issuance of notes -Community Center at 7:30 PM. No one from the public was present. Riddle made a motion to close the hearing at 7:31 PM, seconded by Pracht – 5 ayes.

Mayor Taylor called the meeting to order at 7:31 PM.

Pracht made a motion to approve the agenda, seconded by McClain – 5 ayes. No one from the public was present.

Riddle made a motion to table further consideration of Lindsay Ebertowski's request to address the Council regarding her property at 622 French Street until July 9, 2007, seconded by Pracht – 5 ayes.

Council discussed the drainage issue at 223 South Locust Street . Riddle made a motion to approve the purchase of the hydrant when and if funding is available, seconded by Hendricks – 5 ayes.

Hendricks made a motion to approve Resolution 2007-23 (Instituting Proceedings to Take Additional Action on $200,000 Community Center Loan Note), seconded by Damgaard – 5 ayes.

Hendricks made a motion to change the Community Center Rental Policy for the Local Non-Profit Renters (Defined as: Riverside Non-Profit Organizations that contribute to the Carson Community). Local Non-Profit Renters will be charged a Damage/Cleaning Deposit of $100.00 per Rental and the City will refund the deposit if the building is left in good condition – 5 ayes. (Prior to this motion Local Non-Profits were not charged a deposit nor rental fee.)

Hendricks made a motion to go out for bid on the water/sewer installation in Tibbles Subdivision and to use Snyder & Associates for the engineering, seconded by Damgaard – 5 ayes. The City Clerk will contact the Bonding Attorney to set a meeting date regarding the project.

Pracht made a motion to adjourn the meeting at 8:00 PM, seconded by McClain – 5 ayes.
