Special City Council Meeting

October 1, 2007

Present: Damgaard, Pracht, McClain, Riddle, Hendricks

Mayor Taylor called the meeting to order at 7:30 PM.

Pracht made a motion to approve the agenda, seconded by McClain – 5 ayes.

Public was present, no comments were made.

Hendricks made a motion to approve and accept Allied Business Solutions Community Center Sidewalk bid $2,950 which included the Bid Alternate of $300 (Connect Corrugated Tile to downspouts on West side of building, all tile to be stubbed past new sidewalk, & replace broken panel outside of west exit), seconded by Pracht – 5 ayes.

Hendricks made a motion in favor of the Rolling Hills Bank Partial Pavement Proposal for Rodeo Drive , seconded by Pracht – 5 ayes. The proposal would pave Rodeo Drive from Rolling Hill Bank's west driveway to Highway 92, and the cost to complete the project would be reimbursed by the bank. The project is contingent on required City bidding thresholds regulations.

Riddle made a motion to set the public hearing time for 7:30 PM on October 15, 2007 with regards to Revenue Notes for Tibbles Subdivision water and sewer construction project, seconded by Pracht – 3 ayes: Riddle, Pracht, McClain. 2 nays: Hendricks, Damgaard. Motion Carried. Damgaard made a motion to approve Resolution 2007-44 (Set Public Hearing Date for October 15, 2007 Regarding Revenue Notes for Tibbles Subdivision Water & Sewer Project), seconded by McClain – 5 ayes.

Scott Stevenson of Ruan Securities presented his proposed water and sewer rate increases for revenue notes. Lengthy discussion was held. No action was taken by Council.

Discussion was held regarding the CDBG Grant Application Deadlines for Water Treatment Plant Improvement Project. City may apply to CDBG in 2008. City Council Members should have their community income surveys completed as soon as possible and submit them to City Hall for MAPA to tabulate.

The City Clerk informed the City Council of possible state and local grant revenue sources to fund land acquisition for additional park space.

Discussion was held regarding Building Inspections in reference to Pottawattamie County 's New Regulations as well as the State Mandated Inspections from the Fire Marshall Office. No action was taken.

Hendricks made a motion to accept MidAmerican Energy's proposed $250 annual donation to be used for Christmas Street Light Decoration Fund, seconded by Pracht – 5 ayes.

Damgaard made a motion to reschedule the November Regular City Council Meeting to Tuesday, November 13, 2007 7:30 PM due to Veteran's Day (City Observed Holiday) Monday, November 12, 2007, seconded by Pracht – 5 ayes.

Hendricks made a motion to proceed with Iowa Codification 2007 Legislative Summary City Code Amendments for All Terrain Vehicles, Disorderly Conduct, and Exercise of Power per the City Attorney's Recommendation, seconded by Damgaard – 5 ayes.

McClain made a motion to adjourn at 8:27 PM, seconded by Hendricks – 5 ayes.
