City of CarsonSpecial City Council Meeting October 29, 2007Present: Damgaard, Pracht, Hendricks, Riddle, Weuve Mayor Taylor opened the public hearing at 7:33 PM regarding the authorization of Loan Agreement and the Issuance of Notes for Not to Exceed $495,000 GO Capital Loan Notes. Public was present, no comments were made. Damgaard made a motion to close the hearing at 7:34 PM, seconded by Hendricks – 4 ayes. Mayor Taylor called the regular meeting to order at 7:34 PM. Riddle made a motion to approve the amended agenda, seconded by Pracht – 4 ayes. The agenda was amended to move the appointment to fill City Council Seat up to the top of the agenda after the public. Pracht made a motion to appoint Eric Weuve to fill the Council Seat Vacancy effective immediately, seconded by Hendricks – 4 ayes. Damgaard made a motion to approve Resolution 2007-51 (Instituting Proceedings to Authorize a Loan Agreement And Issuance of Notes Not To Exceed $495,000 General Obligation Capital Loan Notes-Series 2007B), seconded by Hendricks – 5 ayes. Hendricks made a motion to approve Resolution 2007-52 (Authorize the Redemption of Outstanding GO Capital Loan Notes, Series 2007-Community Center Loan Note), seconded by Damgaard – 5 ayes. Riddle made a motion to approve Resolution 2007-53 (Authorize the Redemption of Outstanding GO Capital Loan Notes, Series 1998-Water Tower Loan Note), seconded by Pracht – 5 ayes. Riddle made a motion to approve the Mayor to endorse the letter of intent with Ruan Securities for the GO Issue, seconded by Weuve – 5 ayes. Damgaard made a motion to approve the Mayor to endorse the letter of intent with Ruan Securities for the Water Revenue issue, seconded by Hendricks – 5 ayes. Hendricks made a motion to approve Ordinance 189 (Amending Provisions Regarding Disorderly Conduct Code-1 st Reading ), waived 2 nd & 3 rd Reading , seconded by Damgaard – 5 ayes. Damgaard made a motion to approve Ordinances 190 (Amending Provisions Pertaining to Exercise of Power Per 2007 Legislative Updates – 1 st Readings ), waived 2 nd & 3 rd Readings , seconded by Hendricks – 5 ayes.
